Half of Beijing's 3.3 million vehicles will be pulled off the roads and many polluting factories will be shuttered. Chemical plants, power stations and foundries left open have to cut emissions by 30 percent - and dust-spewing construction in the capital will be halted.
In a highly stage-managed Olympics aimed at showing off the rising power of the 21st century, no challenge is greater than producing crystalline air for 10,500 of the world's greatest athletes.
"Pea-soup air at the opening ceremony would be their worst nightmare," said Victor Cha, director of Asian Studies at Georgetown University.

Al Gore: Chicken Little or Just Chicken?
Reactions on yesterday's endorsement of Barack Obama by Al Gore was underwhelming. They ranged from "Yawn" to "timid" to complaints of Gore's "lousy timing".
Perhaps one day someone will write a chapter about Al Gore in a new book titled “Profiles In Uncourage.”
Democratic presumptive Presidential nominee Barack Obama finally got what he and former rival Senator Hillary Clinton had pined for all these months — THE endorsement from former Vice President Al Gore.
But it came so late in the game that the person who’ll be most impressed with it will be Tipper Gore.

The belated endorsement of Barack Obama by former vice president Al Gore seems to have underwhelmed a number of early writers.
Or maybe he was waiting until his endorsement meant absolutely nothing.
Anyway, as The Ticket reported, Gore said all the right things in his endorsement speech, except he noticeably left out the last Democratic president, the one who chose to elevate Gore from has-been senator to his running mate and has been the only Democrat elected president twice since World War II, which is like the Middle Ages for today's voters.

Scary as global warming is to liberals, Al Gore as Global Warming Czar in a Barack Obama administration is scarier to conservatives.
That's exactly what Obama told Pennsylvanians in Wallingford, PA today: that he would put Gore in charge of global warming at the cabinet level--or higher.

A woman at a town hall asked the Illinois senator if elected president would he consider tapping the former vice president for his Cabinet, or an even higher level office, to address global warming.
"I would," Obama said. "Not only will I, but I will make a commitment that Al Gore will be at the table and play a central part in us figuring out how we solve this problem. He's somebody I talk to on a regular basis. I'm already consulting with him in terms of these issues but climate change is real."
Al Gore, with the power of the federal government behind him to tax American families, companies and lifestyles, is a made-for-TV Halloween horror movie.
Taxing and regulating--two things Gore yearns for the power to do--would be only the half of it.
The worst would be that we'd have to listen to Al Gore talk for four years about how Americans, by the sheer act of breathing, are evil and killing the planet.
Expect suicides among conservatives to take a big jump.

Record snowfall, snow cover and cold records set throughout the world likely won't dampen the enthusiasm of the man-made climate changers.
Neither will one more story frost the heat of man-made climate change frenzies.
Reuters reports that across Canada, incidents of "snow rage" are breaking out as people lose their cool over the huge amounts of snow.
Disputes over parking spaces and snow removal have been been reported especially heated in Quebec, where police have been called to an alarming number of arguments about snow blowing from one property to another. About a dozen turned violent.
Recent Canadian winters have been mild but this one looks set to break all-time records for snow. One storm last weekend dumped 23 inches on the capital Ottawa and 19 inches on Quebec City, which has already received 210 inches this year. The drifts outside some houses are 12 feet and higher.
Last Sunday, a man in an upscale Quebec City neighborhood became so upset a woman from a snow removal service was putting snow on his yard that he shouted at her and then took a shovel and hit the window of the vehicle she was driving.
"The woman apologized and returned to work ... a bit later the man opened his garage door and emerged with a shotgun, pointed it at the ground and looked at her in a threatening way," said police spokeswoman Catherine Viel.
Police arrested the man, who will be charged with negligent use of a firearm, and seized a total of 13 weapons from his home. Viel said snow-related fights were unusually common.
"It's happened particularly often this year ... you have to be used to snow if you live in Quebec but it's been a bit extreme this year. People are fed up," she said.
The hot tempers may not cool for awhile yet, since Environment Canada indicates there is no signs that winter is about to end. It snowed once more in Ottawa and the City of Quebec last week.
Montreal is also having problems disposing of the snow. One massive mound is around 80-feet high and officials told reporters that unless steps were taken to dismantle the pile, much of it would still be there when next winter started.
We fully realize that weather and climate is a tricky thing: hard to predict and given to cycles of hot and cold.
Because of this record winter, which has negated the tiny average gain of the last 30 years, we're not calling for carbon tax credits, reduced economic activity, more taxes and regulation--for global cooling.
We know that climate and weather are incredibly hard for man to influence.
Eighty-foot snow drifts, record amounts of snow--even for Canada--and no end in sight.
What's an inconvenient troofer to do?

in a Northern or Midwestern "snow belt" area. It's in the South.
House #2 Designed by an architecture professor at a leading national university. This house incorporates every "green" feature current home construction can provide. The house is
4,000 square feet ( 4 bedrooms ) and is nestled on a high prairie in the American southwest. A central closet in the house holds geothermalheat-pumps drawing ground water through pipes sunk 300 feet into the ground.
The water (usually 67 degrees F. ) heats the house in the winter and cools it in the summer. The system uses no fossil fuels such as oil or natural gas and it consumes one-quarter electricity required for a conventional heating/cooling system. Rainwater from the roof is collected and funneled into a 25,000 gallon underground cistern.
Wastewater from showers, sinks and toilets goes into underground purifying tanks and then into the cistern. The collected water then irrigates the land surrounding the house. Surrounding flowers and shrubs native to the area enable the property to blend into the surrounding rural landscape.
HOUSE #1 is outside of Nashville , Tennessee; it is the abode of the "environmentalist" Al Gore.
HOUSE #2 is on a ranch near Crawford,Texas ; it is the residence the of the President of the United States, George W. Bush.

New Ice Age the New Worry?
Shilling for global warming is getting to be a dreary business these last several months.
DBKP has reported on the record snowfalls, the deaths from cold snaps in Europe, the increase in ice packs--in short, all the things that are sure to freeze the heart of any advocate of man-made climate change.
And now, there's the news that snow cover over North America and much of Siberia, Mongolia and China is greater at any time since 1966.
That's 42 years, for those whose math skills aren't what they should be.
Talk about inconvenient timing. Al Gore probably needs an ice pack.
Oh, sorry.
The U.S. National Climatic Data Center (NCDC) reported that many American cities and towns suffered record cold temperatures in January and early February. According to the NCDC, the average temperature in January "was -0.3 F cooler than the 1901-2000 (20th century) average."
China is surviving its most brutal winter in a century. Temperatures in the normally balmy south were so low for so long that some middle-sized cities went days and even weeks without electricity because once power lines had toppled it was too cold or too icy to repair them.
There have been so many snow and ice storms in Ontario and Quebec in the past two months that the real estate market has felt the pinch as home buyers have stayed home rather than venturing out looking for new houses.
In just the first two weeks of February, Toronto received 70 cm of snow, smashing the record of 66.6 cm for the entire month set back in the pre-SUV, pre-Kyoto, pre-carbon footprint days of 1950.
Besides the bad timing, there's other signs that the hysteria which drives the global warming crusade is encountering more bad news than it can handle.
The Arctic Sea Ice?
That story isn't going well either for the First Church of the Man-made Climate Change.
The ice we were told so hysterically last fall had melted to its "lowest levels on record? Never mind that those records only date back as far as 1972 and that there is anthropological and geological evidence of much greater melts in the past.
The ice is back.
Gilles Langis, a senior forecaster with the Canadian Ice Service in Ottawa, says the Arctic winter has been so severe the ice has not only recovered, it is actually 10 to 20 cm thicker in many places than at this time last year.

The thing that's striking here is that Canada has a "Canadian Ice Service".
So, they ought to know.
After being subjected to the nonsense of "computer models" where the GIGO (Garbage In, Garbage Out) principle is always in play, maybe the sheer fact that the earth isn't going to hell in a handbasket--climate-wise--will begin to dawn on people treated to a MSM Globaloneyfest everytime they turn on the TV or pick up a MSM print piece.
That's assuming that anyone still is reading and watching the Mainstream Media.
Maybe Time and Newsweek ought to dust off those "Global Cooling" graphics, covers and stories they featured so prominently in the 70s--just like they the ones today about Global Warming that are so popular in their "newsrooms".
But if environmentalists and environment reporters can run around shrieking about the manmade destruction of the natural order every time a robin shows up on Georgian Bay two weeks early, then it is at least fair game to use this winter's weather stories to wonder whether the alarmist are being a tad premature.
According to Robert Toggweiler of the Geophysical Fluid Dynamics Laboratory at Princeton University and Joellen Russell, assistant professor of biogeochemical dynamics at the University of Arizona -- two prominent climate modellers -- the computer models that show polar ice-melt cooling the oceans, stopping the circulation of warm equatorial water to northern latitudes and triggering another Ice Age (a la the movie The Day After Tomorrow) are all wrong.
"We missed what was right in front of our eyes," says Prof. Russell. It's not ice melt but rather wind circulation that drives ocean currents northward from the tropics. Climate models until now have not properly accounted for the wind's effects on ocean circulation, so researchers have compensated by over-emphasizing the role of manmade warming on polar ice melt.
But when Profs. Toggweiler and Russell rejigged their model to include the 40-year cycle of winds away from the equator (then back towards it again), the role of ocean currents bringing warm southern waters to the north was obvious in the current Arctic warming.
What a handful of scientists have been insisting--to those who would listen--is that climate is a tricky business.
It's not something you can make a buck on by hysterically insisting that's there is 'scientific consensus' about a non-existent problem that calls for more government, taxes, regulation and schemes.
Oh, sorry again.
Last month, Oleg Sorokhtin, a fellow of the Russian Academy of Natural Sciences, shrugged off manmade climate change as "a drop in the bucket." Showing that solar activity has entered an inactive phase, Prof. Sorokhtin advised people to "stock up on fur coats."
He is not alone. Kenneth Tapping of our own National Research Council, who oversees a giant radio telescope focused on the sun, is convinced we are in for a long period of severely cold weather if sunspot activity does not pick up soon.
The last time the sun was this inactive, Earth suffered the Little Ice Age that lasted about five centuries and ended in 1850. Crops failed through killer frosts and drought. Famine, plague and war were widespread. Harbours froze, so did rivers, and trade ceased.
The Little Ice Age is the reason the Irish started planting potatoes--it became too cold to plant the grains they were used to harvesting to survive.
Of course, that bit of history doesn't fit into the tidy scenario of Help! Humans-are-destroying-Mother-Earth-Quick-Call-Al-Gore. It also doesn't help the PC researchers in need of a quick grant fix or the hysterics who've hitched their stars to the Global Warming wagon.
Those who have invested so much in the Global Warming storyline--the U.N., Al Gore, various environmental groups--are not likely to take this news quietly.
Already, some have tried floating the notion that the cold is really a result of Global warming. Can't blame them for trying to cover all the bases.
It can be pointed out to Mr. Gore not to lose hope just yet.
It's still not too late to resurrect the old Time and Newsweek magazines from the 1970s and make a Global Cooling film.

Every religion needs its saints and Environmentalism is no different.
And Al Gore has been lobbying for the position of EnviroChrist for years now.
Environmentalism is truly a matter of belief and dogma. Unbelievers or heretics are branded as "deniers". One of the holy scriptures is in modern movie form, "An Inconvenient Truth".
The same people who ridicule Tom Cruise as a tool of Scientology will gladly point to the record low temperatures, record snowfalls and decidely un-Global Warming temperatures around the world as--proof that the earth is getting warmer.
Truly, to be an advocate of the Church of Man-Made Climate Change, one must have a faith as rock solid as any Christian.

The Web site JunkScience.com (http://junkscience.com/) has raised its “prize” offering from $100,000 to $125,000 for anyone who can actually supply proof that human emissions of greenhouse gases are causing global warming.
In presenting its Ultimate Global Warming Challenge, the Web site states: “If you think it’s a no-brainer that humans are causing catastrophic global warming, here’s your opportunity to earn an easy $125,000.”
The challenge: “$125,000 will be awarded to the first person to prove, in a scientific manner, that humans are causing harmful global warming.”
The winning entry, the site notes, will reject this “hypothesis”:
“Man-made emissions of greenhouse gases do not discernibly, significantly and predictably cause increases in global surface and tropospheric temperatures along with associated stratospheric cooling.”
Entrants are told to limit their entries to 700 words — and include a $15 entry fee.
The Web site defines Junk Science” as “faulty scientific data and analysis used to advance special and, often, hidden agendas.”
As of this writing, the “prize” had gone unclaimed by anyone — including Al Gore — for more than 60 days.
